Air-fill two linking balloons to 10" and tie together to form a duplet. Repeat this step for a total of six duplets. Wrap two of the duplets together at the knot to form a four-balloon cluster. Wrap the remaining duplets into the four-balloon cluster, one duplet at a time. Wrap the duplets directly into the center or knots to form a perfect topiary ball.
Air-fill twelve 11" Qualatex® balloons to 10". Tie each of these balloons directly to the stinger of each linking balloon on the topiary ball to make the twelve arms of the snowflake.
Air-fill two 5" Qualatex® balloons to 3½". Tie together to form a duplet. Repeat this step until you have a total of twenty-four duplets. Wrap two of the duplets together at the knot to form a four balloon cluster. Make a total of twelve four-balloon clusters.
Wrap the small four-balloon clusters between the 11" balloon and the linking balloons. This balloon cluster will tighten up the snowflake arm.
